Changes In The Law:

Under changes brought by the State legislature and Governor, on September 29, 2006, Governor Schwarzenegger signed into law new legislation that has permanently changed the regulatory scheme for the provision of video TV services (including cable TV) in the State of California. The Digital Infrastructure and Video Competition Act of 2006 (DIVCA) established the California Public Utilities Commission (CPUC) as the sole video TV franchising authority in the State of California for all new video service providers as well as permitting incumbent cable operators to opt into the state franchising scheme. The City’s incumbent cable operators have done so and are now franchised by the CPUC. DIVCA took effect January 1, 2007.

Video Services Regulatory Division
 
The Video Services Regulatory Division of the Information Technology Agency of the City of Los Angeles is charged with the responsibility to advise the Mayor and City Council on issues relating to the provision of video/cable TV services and private telecommunications franchises. The Division regulates and monitors compliance of video/cable TV services and franchises issued by the CPUC. More specifically, the Video Services Regulatory Division ensures state video TV service providers comply with local, state and federal laws, and oversees the video/cable TV service interests of the residents of the City.
